They've already got the medium laid and generally use the existing wires, so they're not experiencing any major cost jumps there. And their major revenue is from phone services? Besides, when a phone company has the gov't granted authority for a monopoly in a certain area, and the phone company in turn takes 6 weeks to do dsl setup on a competitor's subscriber where they can do it in two weeks to the neighbor because he's going through them says that they're choking out the competition themselves.
