That depends on the ftpd you're using. For proftpd: <Directory ~ftp/incoming> <Limit READ WRITE> DenyAll </Limit> <Limit STOR> AllowAll </Limit> </Directory> This sets up the directory ~ftp/incoming to give anyone the ability to upload stuff. They can also get file listings. But they will not be able to download anything. By changing the limits you should be able to get the configuration you're looking for.
