No it doesn't...  As root, just use

scp normaluser at otherhost:/etc/passwd /etc

Since you're running it as root, it can write to the local /etc directory,
and since you're logging in to otherhost as normaluser, root logins don't
need to be enabled.  (/etc/shadow is still a problem, though, since it's not
world-readable...)
