Not necessarily. The only code that gets into the kernel is officially
blessed by Linus. There are quite a few patches out there that many
people use regularly that aren't yet part of the official kernel (some
may never be accepted for various reasons). The 2.4.20-pre2 suffix
indicated that the patch was generated against the 2.4.20-pre2 kernel.
Many, if not most, patches need to be repackaged for each major kernel
release.
