Justin,

Why can't you just type reboot in a konsole window?  That is how I do it 
all the time, and I'm running RH 8.0/KDE 3.1.  Although, if you log in as 
root and go to the control panel you can control who has the authority to 
reboot the machine, whether local or remote, etc.
