For remote logging to be enabled, syslog must be started with the '-r'
(remote) option, I believe.  Check /etc/default/syslog or the
/etc/init.d/syslog scripts to make sure it's happening.  Also refer to
syslogd, syslog.conf, and klogd manpages.  Also remember that syslog
uses UDP sockets unless you're using something like syslog-ng.
