A lot of these behaviors are supported in other old-school window managers.

Guess I'd suggest fvwm as a twm replacement due to it's configurability.
But there are many other choices.  A lot of my friends used to use a window
manager that was inspired by nextstep - can't remember the name of it
though.  Openstep?
