I agree that this is a good idea.  I just hope that any agreement or
remedy that implements something like this would prevent Microsoft from
putting restrictive licensing terms on the documentation.  I'm pretty sure
that specifications have come out of standards bodies with language on
them that forces people to do things in certain ways, pay royalties, etc.
